We cannot lose sight of the fact that this is a conflict situation. The developing war in Ukraine is a complex conflict involving not only two belligerent sides, but any number of covert operators. While it may appear obvious that the Russian army is the guilty party, and this may well be the case, this conflict is being watched closely around the world.
